Locating underground utilities
The Utilities Department is responsible for the water supply, wastewater collection, and the storm water management infrastructure. We cooperate with Gopher State One Call in locating underground utilities for contractors and homeowners planning to dig, trench or bore underground. Always call 48 hours before you plan to dig and remember, this service will not cost you anything and may save your life!

What to do after your sewer line is cleaned
After you have had your sewer line cleaned, please call the Utilities Department at (763) 531-1166. The City’s main line will be check for any roots or debris.
If you are experiencing a sewer gas odor in your home, try this remedy: Pour at least one gallon of water down your basement floor drain. The water in the drain’s trap will act as a barrier to block the gas from entering your home.
Please call the Streets Department at (763) 531-1164 to report a pothole. Leave your name, phone number, and the location of the pothole.
Report a fallen tree in the public right-of-way or on a City street
Please call the Streets Department at (763) 531-1164 to report a fallen tree in the public right-of-way or on a City street. Leave your name, phone number, and the location of the fallen tree. The Streets Department does NOT remove trees on private property.
Report broken playground equipment at a City park
If you see a piece of broken or vandalized playground equipment at a City park, please call (763) 531-1158 and leave your name, phone number, and the park location. You’ll receive a return call and be informed of how the City addressed your concerns.

The Crystal Streets Department plows all City Streets. The local City streets are divided into 6 zones, each zone further divided into 3 or more smaller areas. Plow operators rotate to a different starting area each time they plow.
The following roadways are NOT the responsibility of the Crystal Streets Department:

- Bottineau Blvd/Hwy 81
- Winnetka Ave N
- Bass Lake Road or 56th Ave N
- Medicine Lake Road or 29th Ave
- West Broadway
- Rockford Road or 42nd Ave
On street parking is prohibited between 2 a.m. and 5 a.m. Parking on City streets and alleys is prohibited after a snowfall of 1 ½ inches or more until the street has been plowed from curb to curb. Parking violations should be reported to the police by calling 911. Questions about snow removal should be directed to the Streets Department.
If your vehicle is towed:
* The registered owner of the vehicle must provide a valid driver's license and car insurance to the management at North Suburban Towing;
* Tow fees are paid to the lot and must be by cash or credit card only;
* Parking fines are paid to Hennepin County District Court;
* North Suburban Towing; 5170 West Broadway; (763/535-4015)
* Two fees are $159 tow; storage fee $30 per day plus tax (subject to increase without notice)
* Tow lot hours of operation:
(a) Mon - Fri 8 a.m. to 5 p.m.;
(b) Sat 9 a.m. - Noon
(c) Sun 10 a.m. - Noon
