Federal rules allow cities to establish a "quiet zone" where trains would not routinely sound their horns at a road crossing. Before a train horn quiet zone can be established, the crossing must be modified to meet federal risk reduction criteria.
The City of Crystal has established a quiet zone at the Douglas Drive and West Broadway crossings of the Canadian Pacific Railway. The required modifications included the installation of medians and prohibition of the following traffic movements:
- Left turns prohibited from eastbound 51st Place to northbound West Broadway.
- Left turns prohibited from southbound Douglas Dr. to eastbound 51st Place.
- 51st Place closed between Douglas Dr. and Edgewood Ave.
