The Crystal Charter Commission is an independent body whose members are appointed  by the Hennepin County District Court Chief Judge. The nine-member commission periodically reviews and comments on the City Charter and recommends document changes to the city council, when appropriate.

Amendments to the City Charter require council approval by ordinance or voter approval through referendum.

Charter Commission meetings are the third Thursday of the first month of the quarter (January, April, July, October) at 6:30 p.m.
